- No ownership of real estate (as specified)

- Must not have a credit card

- Total housing loan amount not exceeding 1.5 million baht and/or total vehicle loan amount not exceeding 1 million baht, etc.

Existing state welfare cardholders

- Valid until March 31, 2025 if the registration qualifications are not met

- If registration and qualifications are met, the new round of state welfare cards will be used by the Ministry of Finance, through the Comptroller General's Department, starting in April 2025.
